What course of action should I take when transferring?

I am an URM who started Community College about 3 weeks ago and I am wondering if I should try to transfer out in a year or complete my two years.

To give a bit of background :
- I never did any standardized testing since I was not required to.

-Highschool GPA was solid but unspectacular . (Around 3.5)

- Don't have much in the way of ECs either.

What should I do?
I realize that if I try to transfer out in one year my highschool stats would be scrutinized more and I would have to do the SAT/ACT and find an efficient way to develop good relationships with my first semester teachers for good letter of recommendations.

There is also the expectation that if I attempt to transfer in a year to the very good schools , the expectation is that I would have been able to be admitted as a highschool student - I am doubtful and unsure of this.

Spending my two years would mean my highschool stats would not really be taken into account and it could mean that I get to redefine myself. However, the issues that I am worrying about are the opportunity cost of my choice to spend 2 years and if I would be ready for fall recruiting when I transfer; I would be unable to vie for the Freshman and Sophomore internships that are available for minorities . Even if I were unable to nab any of these opportunities , I will have still learned and gained experience from these moments. Additionally , I am worrying about being at a disadvantage when I have transferred and Junior recruiting begins. It may be difficult prepping for that moment.

What should I do? What would you do ?
All help/advice is welcomed.
